prohibit officers from shooting at a moving vehicle solely to disable it or
prevent a suspect's escape, due to the high risk to the public and the
ineffectiveness of the tactic.
In essence, an officer's training emphasizes that they cannot physically stop a moving vehicle with their body and should prioritize their own safety by avoiding the vehicle's path.
