Police are taught not to shoot into vehicles ICE keeps doing it anyway

 Law enforcement officers, including police and federal agents, are generally trained and instructed not to stand in front of a moving or potentially moving vehicle to prevent it from leaving. 

This tactic is considered a poor and highly dangerous practice that puts the officer at needless risk of serious injury or death. Instead of physically trying to block a multi-thousand-pound vehicle, officers are trained to: Move out of the vehicle's path, Prioritize de-escalation and safety, Avoid creating a threat, Use alternative method and Avoid shooting at moving vehicles: Most law enforcement and federal agency policies prohibit officers from shooting at a moving vehicle solely to disable it or prevent a suspect's escape, due to the high risk to the public and the ineffectiveness of the tactic. 

In essence, an officer's training emphasizes that they cannot physically stop a moving vehicle with their body and should prioritize their own safety by avoiding the vehicle's path.
